KONTAN.CO.ID -JAKARTA. The domestic plastic recycling market has promising prospects. Based on data from the Ministry of Industry, the need for national plastic raw materials reaches approximately 7.23 million tons per year to meet national plastic consumption.
Most of the use of plastic raw materials is absorbed for the needs of making packaging, which is 2.90 million or around 40% of the total consumption of plastic raw materials. Meanwhile, the use of the largest plastic raw materials second and third comes from the use in the household sector with a portion of 20% and buildings by 15%.
However, most of the plastic raw material needs are still supplied by imported raw materials. In 2018, for example, the volume of imported domestic recycled plastic raw materials recorded at 3.66 million tons, equivalent to around US $ 6.16 billion. As much as 80% of the importation comes from countries in Southeast Asia.
Head of Sub-Directorate of Downstream Plastic and Rubber Industry, Ministry of Industry, Rizky Aditya Wijaya assessed that the need for such a large amount of plastic raw material could actually be filled by plastic recycling industry players. Citing data from the Ministry of Industry, he noted that currently there are 600 large industries and 700 small industries that play in the plastic recycling industry sector.
However, the percentage of existing recycling processing is still very low. According to the Ministry of Industry records, from as many as 7.23 million consumption of plastic raw materials in a year, there are only 914 thousand or around 12.6% only then recycled again.
Rizky does not deny that obstacles are still encountered in the management of recycled plastic waste. Because the infrastructure of existing recycling waste management is still considered uneven. Not only that, even large cities such as Jakarta alone still lack the infrastructure needed to process plastic waste recycling.
For truck infrastructure, for example, the types of garbage trucks that are available are still limited. Therefore, plastic waste that has been separated in special garbage boxes will eventually be mixed with solid waste organic when loaded and transported by garbage trucks.
"If the plastic waste is mixed with organic waste, the processing fee is more expensive because it needs to be cleaned again before being processed and recycled," Rizky explained in a discussion session on the concept of Packaging Recovery Organization (PRO) at Menara Astra, Jakarta (12/5).
Whereas the potential for import substitution of imported raw materials is fairly large, amounting to 3.66 million tons, equivalent to around US $ 6.16 billion. This does not include the potential export of raw materials as a result of the closure plastic recycling industry in China whose capacity is 9 million tons per year.
Nevertheless, the above problems do not necessarily impede the interest of industry players to start utilizing the concept of the circular economy and begin to recycle the packaging products used. The Packaging and Recycling Association (PRAISE) will plan to carry out sustainable plastic waste management projects until 2030.
The trick, the association consisting of six consumer goods industry players, namely Unilever, Nestle, Indofood, Coca Cola, Danone, and Tetra Pak will form an organization called the Packaging Recovery Organization (PRO) consisting of recycling experts. This organization will have the main mission to connect the value chain of plastic waste management. For the initial stage, PRO will conduct a waste management study in two cities with different characteristics in 2020 to achieve the best approach.

Furthermore, in 2021 the PRO will expand to more cities to carry out the same mission with the best approach based on the findings of studies in the previous two cities. As for funding from the project will rely on the association's internal cash. However, Triyono admitted that he could not disclose the investment value or the details of the cities that would be targeted in the program.
